Your Vote is Needed

AOTB property owners will receive ballots for all open AOTB board and officer positions. Completed ballots may be mailed back in the envelope that included the ballot, or may be turned in at the beginning of the General Meeting at 10 a.m., on June 15 at the Pip Moyer Rec Center. All results will be tabulated at that time.

Officer Candidate Biographies

David Delia
Candidate for President

David has resided in AOTB, with Margaret, his wife and best buddy for over 48 years, since his retirement in 2003, after almost 40 years with CIA and DoD as an Imagery Analyst Branch Chief specializing in world naval systems. He received a BA (International Affairs) from Hunter College, CUNY in 1969 and an MA (Strategic Studies) from the US Naval War College in 1995. When not traveling to distant parts of the globe or simply marveling at the wonders of the Chesapeake from his easy chair, he has served the AOTB community in several capacities since 2004, is an occasional contributor to the PIER, and has been a strong advocate of non-confrontational cooperation and consensus building among our AOTB neighbors to achieve a safer, more secure, and environmentally exhilarating place to live.

Donna Watts-Lamont
Candidate for Vice-President

Donna has lived in Arundel on the Bay for the past 15 years. She has served as Vice-President of the POA-AOTB for the past four years and looks forward to continuing to serve. Donna has been employed by the State of Maryland for the past 31 years as a member of the state’s unemployment compensation board. Since 2003 she has served as the Chairperson of that Board. On July 1, 2019 she will retire from the State employment. Donna is a graduate of Boston University with a degree in Special Education. After teaching for two years Donna went on to attend the University of Richmond School of Law and obtained her Juris Doctor. She has been a member of the Maryland Bar since 1980. Donna also holds a Masters in Labor Law from Georgetown University Law Center. Donna looks forward to continuing to work for the good of our community. She believes AOTB is a treasure that we should all be proud to live in and care for.

Susan Cook
Candidate for Secretary

My husband Frank Florentine and I have happily lived in Arundel on the Bay since 1993. After moving into the community, I immediately became involved with the Association and wound up Treasurer for a number of years. Eventually the demands of work at the Department of Justice and then taking care of my mother required me to step back from volunteer work. Now semi-retired (but still practicing law), I had time to jump back into volunteer work with the Association, this time as Secretary. After six months of filling the vacant post by appointment, I was elected last year. I have enjoyed the challenges of getting things organized and getting to know my neighbors better and have chosen to run again.

Charlie Dolberg

My wife, Edie and I have lived in beautiful Arundel On The Bay for over 9 years. When we decided to live closer to our children and grand children we looked for a community in Annapolis, on the water, that had established families as well as young families. Most notably we are impressed with the community spirit that strives to improve our environment and well being. I retired from Lockheed Martin In April 2018, after having worked 46 years participating in various domestic and foreign naval programs. My last position was the manager of the International Submarines group. I managed a diverse group of professionals on contracts with 6 foreign navies. I would like the opportunity to serve as a Board member, to work towards continuing to make our community better for all residents.

Mike Lord

I am seeking election to the AOTB Board of Directors because I feel so strongly about our wonderful community and would like to give something back. My wife Shirley and I have made our home in AOTB since 2004. We initially lived on Rockway Avenue, and subsequently built a house on Narragansett Avenue in 2017. We have 3 wonderful, grown daughters and 7 terrific grandchildren. Shirley and I served as editors of the Pier during our early years in the community, and I served as a Board member from 2011-2015. I enjoyed my time on the Board, particularly the opportunity to get to know the dedicated volunteers who share their time and talent for the benefit of all of us. They inspired me then, and they inspire me now to volunteer to serve again. As for my background, I attended the Naval Academy and the University of Virginia School of Law. I served in the Navy for 20 years, was a litigation attorney in the Anne Arundel County Office of Law and the Office of the Maryland Attorney General, and I’m now the Executive Director of the Maryland State Ethics Commission. I would like to, once again, put my background and experience to work for the Community if I am honored with the opportunity to serve on the Board of Directors. 

Michael MacDonald

Michael MacDonald and his wife Janine are new arrivals to AOTB, most recently having lived 20 years in a close-knit, Columbia, MD neighborhood. Mike is a results-oriented professional with a BSCS from University of Maryland. He's former USAF, worked a few years for DoD, and then founded and led three successful software start ups.  During his 30-year career he's designed and written apps for over a million users worldwide. Currently he's managing a development team for an Annapolis software company and maintains a mobile app freelancing business. Mike and Janine are avid runners (you've probably seen them running by your house) and Mike occasionally performs in a local rock band. As a new resident, Mike looks forward to pitching in and serving the AOTB community. 

Kathleen McLean

Kathy moved to AOTB in August 2016 from Alexandria VA. She lived in the Annapolis area previously from 1982- 1991 and always had her sights on moving back. As a professional sales person, Kathy is employed at SCLogic, a software company headquartered in Annapolis on West St. Kathy has been the Director of Enterprise Accounts there for 10 years, and manages a territory of 13 states along the southeast corridor from DE to FL. Prior to SCLogic, Kathy was a professional sales person for Pitney Bowes, IKON and UPS Innovations. Kathy has 3 grown, wonderful sons, ages 31, 29 and 23. They live in Eastport, Arlington VA and Atlanta GA respectively. Her 4th ‘son’ is Murphy, a lovable yellow Labrador whom many of the neighbors have had the opportunity to be sniffed by on his many walks through AOTB. He loves living here as much as his ‘mom’. Kathy’s hobbies include sailing as a member of EYC, kayaking from her ‘Myrtle Beach’ launch (thanks Chris and Jean!), SUP, hiking, fitness (was an instructor until recently) live music and plays … Born #5 of 7 to a wonderful mid-western clan and raised in Omaha NE, she is very close to her 6 siblings and their families. Kathy looks forward to the opportunity to give back to this wonderful community by serving on its board and appreciates your consideration.

Richard J. Peyton

Thank you for this opportunity to re-introduce myself to the community. My wife, Peggy, and I have lived in Arundel On The Bay since 2006. We feel most fortunate to be in a neighborhood so rich in beauty and history. I am currently serving on the Board, having replaced a resigning member. I hope to continue to serve our community in this capacity. While on the Board and off, I have volunteered at many neighborhood events, including holiday parties, wine and jazz evenings, and the AOTB Fun Run. I feel that these events are most important for our community in bringing so many of us together. I am currently the Chair of the community's Constitution and Bylaws review committee. I have worked and served on a committee organized by David Delia to meet periodically with Anne Arundel County police officers in order to explore ways to maintain traffic safety and the overall safety of our neighborhood. I also am on the Board's traffic safety and social committee.
I hope to have the opportunity to serve the people of our neighborhood in the years to come.

Lori W. (Wilkerson) Strum

Lori has lived in AOTB for 57 years, since she was four years old, and is among three generations of her family to enjoy life by the water in Annapolis. She grew up in this once-quiet, summer-filled community as a full-time resident on Narragansett Avenue and was part fo the first group of children to go to Hillsmere Elementary School when it opened. She is a graduate of the University of Maryland in College Park. Lori worked in management at AT&T and retired with 16 years under her belt and is currently retired from United Airlines after 20 years. She previously served at AOTB Board Member from 1993 to 1995 and served on the board from 2012 to 2016 and 2017 to 2019, with five years as Board Chair. Lori is married to James Strum. They have four daughters (Ajia, Kerra, Krista, Teaera, one foster son (Michael Alexander), and eight grandchildren. She and James previously lived in Houston, Texas, where all their children were born. They moved back to AOTB in the mid-eighties, built their house in the middle of the community, and raised their children here. She enjoys traveling, shopping, sewing, boating, fishing, spoiling the grandchildren, and walking the family dog, Dooney.
